What else is interesting is section
x a,b which restricts Congress from raising cigarette taxes for tobacco
control or health purposes and allocating funds to the states up to the
year 2003. If this is done the settlement $ to the states are reduced $
for $. Members of Congress have been silent on this settlement since it
has not curbed their authority to legislate. This is a clear incursion
and I would urge folks to contact members and have them call to oppose
the deal and at a minimum drop section x a,b.
